ICL was incorporated in 1994 on the initiative of the then Ontario Provincial Government and is a quasi public/private sector “partnership”; its shareholders encompass major Canadian hospital groups, University Teaching Hospitals and other public sector institutions together with a number of private sector companies with interests in healthcare. Similarly, both sectors are represented in its main Board and its senior management.

Flowing from that structure, ICL has a deeply embedded understanding of the constraints under which public sector healthcare has to be provided and prides itself on its ability to work with governments and other public sector institutions in a manner which puts the interests of the patients above all else.
